Background

Proposal
The proposal suggests adding five new anonymity pools in Cyclone Protocol on IoTeX mainnet at block height 13793514 (Oct. 18th 5AM UTC), they are CYC, BUSD, ioUSDT, ZOOM and MCN. The token economy is the same as Anonymity Mining v2 (AMv2) - Cyclone Protocol .
